Incentive Deserts:  The Opportunities and Barriers to Solar PV Financing in Higher Education is a study undertaken by Laura Benjamin, Masters of Urban & Regional Planning Candidate at UCLA in partnership with Focus the Nation.  The objective of this study is to explore the financial barriers and opportunities for higher education institutions to become more energy independent through increased distributed solar photovoltaic (PV) generation, and to recommend necessary policy shifts to support the market growth of distributed generation in higher education.
